They always seem to respawn between random dungeons. I wouldn't exactly suggest camping the vendor, as to reach level inscription realm first! They're for inscription offhands and relics. They are the only way to get Unfortunately due to Volatile prices, I have not made more than the leveling required of these items, so I'm not sure how much use after they may have. Good luck! I was beginning to think the only way i'd be levelling inscription was from the 1-a-day forged documents previously the only time i'd even seen a fragment it was going for 4k on the auction house!
